Declaration of full accessibility for the Rheinbahn App
Rheinbahn AG endeavours to make the Rheinbahn App fully accessible. Apps should be designed in such a way that they are in accordance with the NRW Disability Discrimination Act (BGG NRW), the Barrier-free Information Technology Ordinance (BITV) and the national legislation to implement the EU directive 2016/2102 of the European Parliament. The following declaration for full accessibility applies to iOS and the Android “Rheinbahn” App and was last updated on 6. June 2025.
This declaration of full accessibility applies exclusively to the Rheinbahn App.
Status of compliance with requirements
This app is partially compliant with BITV with some exceptions. These exceptions are specified below:
- Maps on all screens (e.g. route, trip details and tickets tab)
- Quick guide (due to “Drag und Drop“)
- Adjustment of Tab bar (due to “Drag und Drop“)
- Graphics view
The following restrictions for screen readers/users have currently been identified in the app:
- The interaction for screen readers/users is restricted on the dashboard for iOS users.
- In some areas, information is missing for screen readers/users. This especially affects Onboarding, Timetable Overview and individual status and error messages.
- In the onboarding process, within the tab bar, in the area “Edit Dashboard”, and Login (for Android users), there are incorrect or misleading displays with screen reader activated. The contents are either falsely identified, inadequately described or do not provide any useful information.
- For iOS users, when the screen reader is activated, the focus is not correctly set when calling up overlays. This makes it difficult for users to find their way around the overlays.
For keyboard users, the following barriers to accessibility exist in the app:
- Interaction with the tab bar
- Interaction with form pages (e.g. Registration, Login, Quick Information, Personal data)
- Navigation within the Timetable Overview
- Navigation within the Journey Planner
- Navigation within the Disruptions
For those with motor impairment, there are several barriers to accessibility within the app:
- There are no alternative options for complex cursor movements in areas such as “Adjust Navigation”, “Quick Information”, “Onboarding”, “Disruptions” and also on iOS devices on the “Departure Monitor” and “Journey Planner”.
- Also, buttons and links in “Login”, “Personal data” and “NRW roads” are difficult to access as a result of touch surfaces that are too small, narrow gaps or unfavourable placings of interactive elements . These restrictions make navigation and interaction difficult for those user groups affected.
- Use of the app in landscape mode or when zooming in on the content is restricted which could impact on user experience, especially for those with visual impairment.
- Also a contrast ratio that is too low was identified for buttons, toggles, icons and info texts in areas such as Dashboard, Ticket Favourites, Settings, Timetable Information and My Tickets. These defects can significantly restrict visibility and readability for users with visual impairment.
- It was established that the input support in some areas is inadequate. This applies especially to non-specific error messages in the registration process which make it difficult for users to recognise and to correct errors.
- Another example is the lack of input data verification in the area “Change Payment Method” which can lead to unclear or incorrect entries.
Accessiblity was monitored by a third-party provider, Appmatics GmbH.
Inaccessible content
The content specified above is not fully accessible for the following reasons: The content is not within the scope of applicable legal guidelines. Rheinbahn AG, as a local transport company for the city of Düsseldorf and the region is, according to the Act to Increase Full Accessibility (BFSG), generally only obliged to provide fully applicable design for interactive self-service terminals (iSB terminals) that are not an integral part of vehicles. For all other service providers such as , for example, internet presence or websites, there is no obligation to BFGS. Nevertheless, Rheinbahn AG strives for timely fully accessible design for its Rheinbahn app.

Conciliation procedures/enforcement procedures
If you do not receive any satisfactory response to communications or questions regarding fully accessible information technology in this app, you can contact the Ombudsman Service for Fully Accessible Information Technology for North Rhine Westphalia. The ombudsman service is responsible for the concerns of people with disabilities and legally established according to §§ 10d, 10e BGG NRW and §§ 9 ff of BITV NRW . With the involvement of all parties concerned, the ombudsman service endeavours to investigate the circumstances of lack of full accessibility so that the carrier can rectify them. Thus, it is not a question of identifying winners or losers but rather, with the help of the conciliation service, it is their aim to find a mutually acceptable solution to a problem without recourse to the law.
